When hiring people, what impresses you on a cover letter?

I am always impressed by applicants’ cover letters that are a) succinct, b) inspire me to read their resume, c) tie their RELEVANT work experiences together in a narrative that demonstrates to me that they are qualified to be interviewed, and d) personable, meaning I get a sense of who this person is and how they might be in my team. It should read like a direct, energetic and clear conversation.

I expect cover letters to be relevant to the job being applied for.  The cover letter is where you should be addressing what the job posting is asking, and how you are a good fit.  Don’t waste your time addressing every little thing, but hit the main points, especially if there are obvious questions about your relevancy for the job.  For example, if the job is looking for experience in X, and you have a lot of experience in Y, explain in your cover letter why you think your experience in Y prepares you well to do X.
